Empowering India’s Youth: The Launch of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0

The Ministry of Skill Development and Entrepreneurship (MSDE) launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 with the intention of providing India’s youth with employable skills. The initiative aims to make over 300 skill courses available, catering to the growing demand for skilled professionals in various industries.

What is PMKVY 3.0?

PMKVY 3.0 was officially launched in 717 districts across 28 States and eight Union Territories, aiming to support the vision of 'Atmanirbhar Bharat' (Self-reliant India). The new program will be implemented in a decentralized manner, with more responsibilities and support provided by the States and District administrations.

Coverage and Implementation

The initiative includes the empanelment of 729 Pradhan Mantri Kaushal Kendras (PMKKs), which, along with non-PMKK training centers and more than 200 Industrial Training Institutes (ITIs) under 'Skill India', will deliver training under PMKVY 3.0. This will ensure a robust pool of skilled professionals is developed.

Features of PMKVY 3.0

The scheme envisages training eight lakh candidates over a period of 2020-2021, with a funding outlay of Rs. 948.90 crore. Key features of PMKVY 3.0 include:

Training emphasis on new-age and Industry 4.0 job roles to bridge the demand-supply gap A focus on vocational education at an early level for youth to capitalize on industry-linked opportunities An increased role of district administrations and Members of Parliament (MPs) in mentoring and monitoring the training programs, which will enhance local engagement An incentive system to encourage healthy competition among states, rewarding those that perform better with additional funding allocations

Furthermore, the National Educational Policy 2020 also highlights the importance of vocational training for holistic growth and enhanced employability. By taking a bottom-up approach, PMKVY 3.0 will identify local job demand and skills the youth need, linking them to appropriate opportunities under the 'Vocal for Local' campaign.

The decentralized structure, active participation of district-level committees, and the focus on vocational training at an early stage will pave the way for a more skill-ready workforce, better aligned with industry needs.
